On behalf of the Board of Directors of the Property Valuation Services Corporation (PVSC), I extend our deepest condolences to Patricia Hines and Lloyd’s family.
In addition to his extensive service as a municipal and provincial elected official over many years, Lloyd Hines played a crucial role in the success of the Property Valuation Services Corporation (PVSC). He was a key supporter in the creation of the Corporation in 2007 and its transition from the provincial government in 2008. Along with his colleagues on the Transitional Board, Lloyd had a vision how the fledging PVSC could serve municipalities and all Nova Scotians in even greater capacity as an independent corporation. Indeed, it was in large part Lloyd’s dedication and tenacity that helped the Transitional Board move the vision of the PVSC to reality.
Serving as the first Chair of the PVSC Board of Directors, Lloyd led the new Corporation from its early tentative days on a path to being the capable and successful organization that Nova Scotian’s rely on today. His dedication to public service and the continuous journey of betterment made a lasting impression on all who had the opportunity to work with Lloyd as a fellow board member or as staff of PVSC.
The Board of Directors is saddened by Lloyd’s passing and our thoughts are with Patricia and family at this time.

We are so sad to hear that Lloyd has passed away. He was such a good friend to us , helping in so many different ways. When we started to build our house in Guysborough he was there for us with advice , with overlooking the building progress, explaining building rules and bringing us in contact with builders and contractors. Even more important he and you as well accepted us with open arms and invited us in your house as friends. Both of you played an important role in making us feel at home in Guysborough . We cannot thank you enough for that and will never forget your kindness. We will miss him.

I was deeply saddened to learn of Lloyd‘s passing.
Lloyd’s commitment to public service set a great example for all of us “ rookies” that formed the provincial government in 2013. He brought his decades of previous government experience to the table in his various leadership roles for the benefit of us all. I felt a special kinship with Lloyd as we both were fiercely proud of our Eastern Shore constituencies, and the potential that lay within. We spent a lot of time together from 2013 until 2021, and we had many insightful chats about politics, our families, our common Cape Breton roots, and generally solving all the worlds problems.
Lloyd was a trusted and valued colleague, a mentor, a confidant and most importantly, a good friend.
I know he will be deeply missed by you and your family and his community.
Rest assured, Lloyd has left a legacy of positive change for our province.

Sending my regrets that I am unable to attend the visitation or service.
As a bookmobile and later automation librarian with Eastern Counties Regional Library from early 1983, I had considerable dealings with Guysborough town and the District of Guysborough and met Lloyd early on when he became a councillor, later warden and then an MLA. He always shot from the hip, but was kind and supportive of our pulic library operations and so proud when we secured the Cyril Ward Memorial Library as the 7th branch in our soon to be automated and internet-connected library system.
He was always a key mover and shaker for innovation and progress in Guysborough, the district and the County, which I grew to appreciate even more as an Acting, and later Chief Librarian until 2006 for the regional library.
But I know so much more to family and friends who experienced the 360 degrees of the man, not just the larger than life businessman and politician. It was there his humanity and personality really shone through, as so I send my condolences especially to his wife Patricia and children, many colleagues and friends at this difficult time. RIP Lloyd.

Lloyd was a family and political friend of my late grandparents, Sandy & Shirley Cameron, and my mother, Moira Cameron.
I attended Nova Scotia Community College in 2018 and I am very grateful for Lloyd as he helped me secure a work placement at the Department of Transportation of Infrastructure Renewal. He always told me to reach out if I ever needed anything during that work placement and after.
He will be sorely missed by the people of Guysborough.

Since our childhood and during our
studies in Canada, Lloyd has always been a reliable, true, fatherly friend, listener and advisor.
As we began our professionel lives, he followed our careers with interest and was open to new technologies and work processes. He was always available for questions and advice despite being such a hard working dutiful, busy man.

Dear Patricia, dear family,

Sincere condolences to Patricia, Shannon and Tommy, Nola, Carlin and Quinn and all of the family. Lloyd gave his whole life to service and his efforts will be remembered and appreciated for a very long time. His kindness was extended to me some years ago - at the suggestion of Janet Grant, the hairdresser, I let my hair grow, then got it cut and donated it to charity. Unbeknownst to me, Lloyd rose in the legislature to recognize my charitable contribution. As I was out of province at the time I didn’t receive the accompanying certificate of recognition for many months but I have always appreciated his kind and thoughtful gesture. May Lloyd rest in peace and may his family be surrounded by kindness and peace. God bless you.

I had the opportunity to work with Minister Hines while he was the Minister of Transportation and Infrastructure Renewal to say it was an experience would be an understatement. Lloyd was passionate about his work, his community, and his Province. I recall vividly his unrelenting desire solve the "Marshy Hope " twinning challenge which was an accomplishment with which he took great pride. It was rare in the course of his work as a Minister that he did not remind us all, that at the end of the day "this is about people, community and the future."
I recall, with humility, that in the midst of his many constituency and Ministerial duties he found time to comfort me at the loss of my own father only a few years ago. As tough and unflappable as he was as a Minister and community leader, in these moments he was deeply kind and caring for which I am ever grateful.
To his family, I want to express my deepest regrets for your loss, and I can tell you that in my experience, in his work as a public official he always understood his contribution through the lens of making his community a better place for you and you were much in his thoughts, "It is why I do what I do he would often muse." A country gentleman to be sure and a great loss .

Patricia and Family:
I am deeply saddened to learn of Lloyd’s passing. We were professional colleagues as fellow MLA’s representing the Eastern Shore areas of Nova Scotia, serving together from 2013 until 2021. I first met Lloyd in 2012 when we entered provincial politics at the same time, and we became fast friends, sharing many common interests, especially bonding on our common goal of putting our home constituencies on the political map, and in our collective belief that the government should be there to serve the people. We had many long chats, many meals, and many laughs together . He was a wonderful person, friend and colleague, who will be missed by many, especially of course, by his family. Please except my sincere condolences.
